It's our first entry from the 1992 list (the number 100 also appeared in 1991, so it ranks higher). Sid Meier is back, though this time you're thankfully on land.

This is less of a simulation, like Microprose's previous game on the list, and more like a mix of strategy and mini-games. The overarching plot is that of uncovering some international conspiracy, and you accomplish this by breaking into buildings, planting wiretaps, decode messages and so on. These elements are randomised, so there's definitely something to come back to in the future.

Clearly I don't need to read a huge manual like with Red Storm Rising, but it's nevertheless not immediately approachable. I think I'll have to come back to this one and give it a shot, because it might be a bit of a hidden gem.
